Call the owners first. I'm totally serious! Give them the opportunity to fix the problem before you call anyone else. Treat these people like they could someday be your friends. If they don't fix the problem, you shouldn't even hesitate to call the police. But talk to the people first.
I totally agree with Kelly, call them. We had animal control coming to our house a few different times a yew ago about our dog barking. First off we talked with all but one neighbor and they all said it wasn't them and that they are not bothered at all by Truman's barking, probably because he doesn't bark all that much (usually, he does have his moments). We know it was the old man across the street just because he doesn't like us. If it had been a real complaint I would definitly prefer a neighbor to tell us so we could fix the problem. Don't involve the authorities unless they don't fix the barking.
I agree with Kelly and Carly. When we were out of town (and our dogs stayed at home) our backdoor neighbors left us messages that our dogs were barking. I still feel bad about it. We never let our dogs bark for more than a minute. It gets on my nerves when our neighbors dog barks nonstop, and I don't want to be "that neighbor" Carly- I know the neighbor your talking about- he's in my ward. Not a very nice man.
haha - it seems i should just chuck rocks at it until it shuts up! i think i'll go over there and talk to them about it. they seem nice and i'm sure they'll understand about my intense dislike for their pet selection, and immediately return the animal to wherever it came from. one can dream, right?
kelly: true - and i want everyone here to know that even at my darkest moments with dogs (at 3am and one is barking it's head off), i'm still not wishing harm to the dog - perhaps to the owners who amazingly aren't hearing it too. i jest - but i'm not serious, please know this.
You could use this as an opportunity to convince yourselves that you need central air-conditioning. That way you could keep the windows shut and have a little ambient noise.

Actually, talking kindly to your neighbor is probably your best starting spot. Calling animal control, the police, or speaking to them with some sort of veiled threat will probably be counter-productive.

In some counties, allowing your dog to bark out of control for long periods is disturbing the peace and against the law.
You may want to do a little research and possibly add a 4th option: Call the police and report it.
